• Dt. Tonya Chapman currently serves as a Chief/Director of Public Safety and Security. She previously served as the City Manager and Chief of Police, becoming the first African American female police chief of a municipal police department in the Commonwealth of Virginia. She was appointed by two Governors to serve as Chair of Virginia’s Parole Board and Virginia’s Deputy Secretary of Public Safety and Homeland Security. Dt. Chapman has served over thirty-years as a law enforcement and public safety professional. She has demonstrated experience in advancing state and local government, law enforcement, public safety and homeland security.
